Toward an Official Reading Standard
Reading promotion as public policy
In Mexico, access to reading and culture remains a challenge. Despite advances in education, millions of people still lack adequate spaces for developing reading habits. CASA A.C., with its unique and innovative model, has transformed communities through its four lines of action: Rosario Castellanos Public Library, Street Libraries, Mobile Library, and the Growing Among Stories Reading Program.
Our approach brings books to people while nurturing a genuine reading culture across all generations, especially younger ones, so reading can become a driver of social and community development. By aligning with Mexico's key laws and reforms, we are advancing a model of cultural inclusion that responds to the country's current needs.
An official reading standard. Mexico currently has no official standard guaranteeing universal access to reading from early childhood. At CASA A.C., we propose creating a Mexican Official Standard (NOM) that incorporates the Growing with Stories model into all IMSS daycare centers, ensuring that reading becomes a right from the earliest years of life.

Our program demonstrates that early access to reading improves children's cognitive, emotional, and social development, laying the foundation for a stronger education. We promote this model at the government level so it can be replicated throughout the country.
